What to do to apply for a building permit in Cambodia




The Ministry of Land Management, Urban Planning and Construction has issued a new sub-decree with a number of restrictions due to many problems happening to many buildings including aesthetics, urban planning, and safety. To better understand the process of applying for a building permit, I would like to briefly describe the following:

1. In order to obtain an architectural plan, the building owner must sign a design contract with a company or individual with expertise in architecture to design a beautiful and accurate design project that meets technical standards.


2. After receiving their wanted architectural plan, the construction owner must take the architectural plan to the company for certification of the architectural plan licensed by the Ministry to check in accordance with the law set by the Ministry and comply with the architectural technical standards. Also, In accordance with the correct design conditions, the certifier must provide the certificate to the construction owner in order to be able to apply for a construction permit at the relevant ministry. However, if the plan does not comply with the standard, the plan will be needed to correct. In this case, the certifier may need the cooperation of the architect or the design company to make changes to the architectural plan in accordance with the rules and regulations, then the certifier can issue a certificate to the onstruction owner.

3. Applying for a building permit from a ministry or competent authority may take less time than before, as the architectural design certifier is already reviewing and revising it.

Note: Although the plan has been approved by a certifier/accredited checker, it is not sure that the plan will be approved by the relevant ministry or authority.
