Construction Permit in Cambodia (Sub-Decree 224 On Construction Permit)

  1. The authority of Minister of MLMUPC:
    • Total building floor area > 3000 sq.m
    • Floors of building ≥ 11 floors
    • Basement height ≥ 5m
    • Retaining wall height ≥ 5m
  2. The authority of Provincial governor of board governor:
    • Total building floor area ≤ 3000 sq.m
    • Floors of building < 11 floors
    • Basement height < 5m
    • Retaining wall height < 5m
  3. The authority of District board of governor
    • Total building floor area ≤ 500 sq.m
    • Floors of building ≤ 4 floors without basement
    • Brick or concrete wall with height ≤ 3m
  4. The construction permit will be expired in 1 year after the issued date in case the construction activity has not started.
  5. In case the owner receives the construction site opening permit, the start date of construction permit will be changed to the issued date of the opening permit.
  6. The construction in real estate development project can be allowed to construct by phases following the planning shown in land development permit.
  7. The application for a construction permit by subdivision into small project of housing development project for a business purpose in which a single building owner has the same land owner and is on the same plot is prohibited.
  8. Projects for the construction of flats or housing for business purposes located on the same plot of land must have a construction site opening permit before allowing title subdivision.
