Method for Calculating Floor Area Ratio

Chapter 1
General Provisions

Article 1

This Prakas aims to enhance the efficiency of management, development, conservation, and construction in accordance with land use regulations.

Article 2

This Prakas aims to determine the method of calculating floor area ratio to determine the feasibility of land use, development, conservation and construction of all types of buildings.

Article 3

This Prakas applies to all development projects and construction of buildings in the Kingdom of Cambodia, except for the construction of buildings that do not require a construction permit.

Article 4

The vocabulary used in this Prakas have the following definitions:

  • Floor Area Ratio refers to the coefficient determining the feasibility of land use, development, conservation, and construction.
  • Total Floor Area refers to the sum of the total floor area of all floors and buildings in the land lot of the construction project. The calculation of total floor area are to be measured from the centerline of wall or outside wall.
  • Total covered floor area refers to the floor area to be calculated as stated in Article 7 of this Prakas.
  • Building coverage ratio refers to the ratio between the ground floor area and the plot area as a percentage.

Chapter 2
Method for Calculating Floor Area Ratio

Article 5

Floor Area Ratio is determined by the subdivision between the total covered floor area and the plot area on which the building is located.

When a new building is built on a plot of land with one or more old buildings and no plans to demolish it, Floor Area Ratio is calculated by adding the floor area of the old building to the floor area of the new building.

    Floor Area Ratio = [Total covered floor area] / [plot area]

    Total covered floor area = [Total floor area] – [Total uncovered floor area]

Article 6

The actual calculation method of Floor area ratio, Total covered floor area, over limited floor area is in Annex of this Prakas.

Article 7

Total covered floor area is the sum of floor area to all floors and buildings inside the land plot of the project and deducted by uncovered floor area.

    Construction area except index, for example:

  • Basement floor area which is not the residence room
  • Ground floor area which has only column without wall
  • Floor area of open space below the roof with the height lower than 1.8m
  • Floor area of open space for light
  • Floor area of garden inside the building
  • Floor area which serves the welfare of the community inside residential buildings such as gym, swimming pool, steam room, sauna room, bathroom, and changing rooms for the community use.
  • Floor area of roof terrace veranda and balcony with the light angle of 45 degrees with roof and without wall.
  • Floor area of parking, parking structure, and waste storage area with wall lower than 1.4m
  • Floor area of lift room, electricity room, and mechanic room
  • Floor area which is prepared floor agricultural product as family, livestock, and agricultural materials in land with construction restricted.

Calculating the total floor area for calculating the floor area ratio has to calculated from column center line or outer wall.


Annex

1.  Calculation of Floor Area Ratio


    Floor area ratio is calculated as below:

        FAR = FATC/SAT (1)

    -FAR: Floor Area Ratio

    -FATC: Total Covered Floor Area

    -SAT: Total Site Area

    Or FAR = (FAT-FATUC)/SAT (2)

    Note: (1) and (2) is general formula

2. Calculation of Total Covered Floor Area

    FATC = FAT – FATUC

    FAT: Total Floor Area

    FATUC: Total Uncovered Floor Area

    Note: the calculation of FATUC is followed article of this Prakas.

3. Calculation of over limited floor area of floor area ratio

        FAOL = FAROL x SAT

                    FAROL = FARP – FARL

        FAOL = FAP - FAL

                    FAL = FARL x SAT

  • FAOL: Floor Area Over Limited
  • FAROL: Floor Area Ratio Over Limited
  • FARP: Floor Area Ratio Proposed
  • FARL: Floor Area Ratio Limited
  • FAP: Floor Area Proposed
  • FAL: Floor Area Limited
